Bring some colour to yoiur face with purple/green eyeliner.
Never wear BLACK eyeliner because this will contrast with your pale skin.
Also brown mascara. If you have balck eye lashes then you can use black mascara but if not then use brown as black will look cheap and tacky!

Pale makeup rocks with blonde hair. Brown eyeliner and shadow bring out blue eyes.
If your skin is dry then use a pale liquid foundation, Lancome does some pretty good stuff.
For lips, red goes awesome with pale skin but don't go crazy with your eyes too or it will look trashy. If your not a red lipstick person then stick to a light light brown lip gloss or the like.
Blondes look really good with pink eyeshadow. I'm just kinda guessing based on your description of yourself, but here's what I'd try. First, put on your powder. Then apply a white eyeshadow from your lash line up to your brow line, then a light pink eyeshadow from your lash line to the crease of your eyelid. Curl your eyelashes if you think they need it and add mascara. I'd recommend a lighter pink lip gloss, too. Again, I haven't seen you in person, so no guarantees, lol.
