Like you I have blonde hair and blue eyes. I feel that wearing any dramatic eye shadows or even color on my eyes is too much and takes away from the natural beauty of having blonde hair and blue eyes. For me what works best is lining my top eye lid with black eye liner and using a black mascara, it really makes my blue eyes pop. No color needed. It is simple and sexy. Make sure when you use mascara to curl them FIRST. Think of your lashes as hair and Mascara as hair spray, also make sure you get the corner eye lashes with mascara. If you really want to experiment with eye shadows I would go with gold/brown tones, black/gray tones or peachy tones. Remember, when using eye makeup do not make your lips pop out too much, always keep the focus on one feature.

I also have blonde hair and blue eyes, and since you wear glasses, you need eyeshadow that is a little bit darker, so that you can see it! SO, what I suggest, is that you find a dark rich purple that you will sweep across your lid, up to the crease....making it darker on the outside of your eye. Then with a lighter color (white...) to blend the purple at the crease, and for right under your brows, and in the corner of your eye, to make your eyes POP! And wear black eyeliner and black mascara(no brown!) (a hint so that you don't make it look like you have a black eye....only go half-way across your bottom lash line with the liner, if you go all the way to the inside of your eye you will start looking gothic, lol!)
My favorite is ';Trax'; by MAC for the rich Purple, and (don't laugh) ';Naked Lunch'; by MAC for the lighter color below the brow.
I know you will probably think that blue would be agreat color for your lids since you have blue eyes....but blue looks better on someone with like green eyes. If you want your eyes to stand out more, you have to use a similar, but oposite color than your eyes!
And for the rest of your face, use a nice rosey pink blush (my favorite is ';blushbaby'; by MAC.
And for the lips, I found a WONDERFUL non-stickey moisurizing lip gloss...it is Signature ';pink diamonds'; Nurishine by Mary Kay!
Blue eyes look incredible with black mascara, I know from experience. The one flaw with super black lashes is that they tend to look fake if you're too pale. But unless you're powder white, I'd suggest wearing black mascara, a very light amount of dark brown eyeliner to define them, and whenever you're feeling special or want to mix things up, eyeshadows are great. Light browns really make blue eyes pop. Gold shadows stand out on everyone's eyes. Greys and silvers work well on blue eyes, too.

if you want natural that would make your eyes POP and not look slutty...
some dark brown top and a little bottom eyeliner....
maybe a champagne/gold/copper eyeshadow (very sheer tho)
some foundation....and powder
a little bronzer on the cheekbones below some peach blush...
a little chapstick or the body shops lip butter (it looks amazing on anyone)
MASCARA!!! in brown ONLY!

stay away form blacks and grays on your eyes cuz if you're not verygood at applying makeup you'll look washed out and like a stoner!
I think that black eye makeup can sometimes overpower you if you have light features. i think using dark brown eyeliner and mascara, maybe a bit of silver/smoky eyeliner can look really nice. the dark brown also accentuates blue eyes.
I have blonde hair and blue eyes . I use the smokey grey eye shadows it really makes your eyes stand out more.
