i always do a dark gray eyeshadow on the crease and work my way down to the lashline, using a semi-small eyeshadow brush. then i do eyeliner on the bottom lashline all the way to the inside then just the outside corner make a little winged eye, the trick is to make both eyes match each other, so kinda make that your goal here. (using black, thin eyeliner) then LOTS of mascara (btw make sure you curl them then brush them through so they arent spidery, i sometimes curl a few different times) then i use a shimmer beigey color above where i put the dark gray ( this helps blend the gray so the line seems more faint and you cant see any imperfections of the dramatic dark shadow you put on) then the last thing is another thin coat of mascara to make sure none of the shimmer got on the lashes. this is one that i use quite frequently. you can try it with diff colors too like instead of dark gray maybe a dark brown or dark green.
You should go on Youtube and search dramatic eyes! Seriously they have awesome How-to videos!

a basic more casual kind of look would be to outline the lower eyelid at the part right by the eye with white liner, then go around your whole eye basically with black and use good mascara and a shiny natural shadow.
