In the picture the girl is wearing a blue/silver eye shadow that sparkly. You can probably find that type of eye shadow at your local wal*mart.
Just above the lash line she is using black liquid eye liner. On her bottom lash line she is using a black pencil eye liner. To create that look she pulled down her lower lash-line and put the pencil eye liner in the crease.
In the picture there is also some eye liner smugged closer to the corners. The easiest way to create that look is to get black eye shadow, with a small angel brush and blend together.
Finish off the eyes with one coat of black mascara.
finally on her lips she is wearing a light pink lipstick. How would i get my eye makeup to look like this girl's?
First blend a smokey and shimmery black/dark gray eyeshadow up to your crease and blend it up. Then put on black eyeliner on top and bottom in a thick line which you can smudge a little. Wing it out a bit too. Put a shimmer silver eyeshadow in the inside corner of your eye. Black Mascara

Well, I'm being honest. I think it goes out way too much and eyeshadow should stay on the lid unless you are beyonce.
It kinda looks like she just woke up.
You should just do a torquoise with black eyeliner and it would look good.

just start of with some white/grey glittery shadow at the tips on your eyes near your nose and work backwards and get darker as you move backwards to dark grey/black glitttery shadow.
use black eye pencil and mascara to complete the look.

1) Apply silvery eyeshadow on your lids, up until just a little past your crease. Also put some on your lower lashlines and inner corners
2) Line your waterline with dark eyeliner.
3) Sweep on some mascara.
use pencil and use a smudger around it. then use black eyeshadow and make it into an angle at the outer eye and blend it
