From what it looks like it's just a really thick line done with eyeliner. I personally think that's a not the best choice for a semi formal because it'll make your eyes look really small since you'll probably be using black eyeliner. What i recommend is some natural looking but still noticeable maybe try using some nice shades of brown and some eyeliner inside or maybe shades of pink. If you want something that'll just scream BAM then maybe try bright colors that go with your dress and if your dress is black try maybe any bright nice color.
